The ***** initially aimed to capture and control the Tailed Beasts to bring about world peace. However, as the story progresses, their true agenda changes, with Tobi/Obito leading the group toward world domination. Their ultimate goal was to implement the Eye of the Moon plan to create an ideal world under their control.
