need a laptop (preferably in Nowshera, Peshawar, RWP, Islamabad) for gaming and video editing. The processor should not be a U (Ultra-low power) and The graphic card should be at least 4GB.
My budget is around 100000 - 135000 max.

If you're looking for a laptop in that budget range for both gaming and video editing, you're going to have to make some compromises, but there are still decent options. Focus on laptops with at least a quad-core i5 or Ryzen 5 processor (avoid the U models, like you said, since they can be underpowered for editing). For the GPU, something like an NVIDIA GTX 1050 or 1650 with 4GB VRAM would be the minimum for gaming and basic editing. You’ll also want to make sure it has 8GB of RAM, though 16GB would be better for video editing.
As for software, consider lightweight options for editing like *****, which is solid for creating gaming highlights or basic edits without eating up a ton of system resources.
